The Rise of China and Its Implications for Taiwan, Hong Kong and the U.S.
China's continued rise bears complex and controversial implications for Hong Kong, Taiwan, and the United States, largely because it has been associated not with democratization at home and conciliatory behavior abroad, as many had hoped, but rather with tighter domestic political controls and the more forceful assertion of Beijing’s core foreign policy interests. For both Hong Kong and Taiwan, China's rise conflicts with the formation of separate civic identities, making China's control over Hong Kong and its unification with Taiwan problematic. In the U.S., the policy of engagement with China is increasingly criticized as falling short of its goals, but there is no clear strategy for waging the multi-dimensional competition with China that many observers now expect.
